Statistical data show that good educational qualifications are still the best job guarantee in
times of crisis; unemployment rates clearly decrease as the level of education attained
rises (see Figure 3). This is observed in all EU countries, as the average unemployment rate
in the EU-28 in 2014 was three times higher for those having lower secondary education
(19%), compared to those having obtained higher education degrees (6.2%).
