The elderly now face a lower risk of poverty or social exclusion than the overall
population both at EU-28 level (17.8% as opposed to 24.4%) in 23 out of the 28 Member
States for which data are available. The risk of poverty or social exclusion faced by people
aged 65 or over in 2014 ranged from 6.4% in Luxembourg to 47.8% in Bulgaria.
