The proportion of citizens who perceive human rights as one of the three values that best represent the EU varies from 47 % in Belgium to 21 % in Croatia. In seven Member States, it is the value that is perceived as better characterising the EU compared to any other value. These Member States are Belgium, Cyprus, Ireland, Latvia, Portugal, Romania and the UK.
