From the above analysis it is clear that, to achieve its main 2030 climate target, the EU is relying on an array of prominent and binding underpinning targets contained in various legislative acts. These binding targets can be set either at Member State or EU level (see Figure 1); this distinction is important, as both cases have very different implications when it comes to enforcement.
