As the EU is restricted in the use of its budget for military purposes, in accordance with Article 41(2) of the Treaty on European Union, it resorts to the European Peace Facility (EPF), an off-budget instrument, to finance military support for Ukraine. Furthermore, the EU Member States support Ukraine with weapons bilaterally. The EU and its Member States – together, as ‘Team Europe’ – continue to be the largest donor of aid to Ukraine (see Figure 2).
