''Team Europe' financial, humanitarian and military support for Ukraine from February 2022 to March 2025

In response to Russia’s full-scale invasion, the EU and its Member States have so far mobilised €143 billion of financial, military and humanitarian support for Ukraine (see Figure 1). Under the EU budget, support for Ukraine includes financial support through macro-financial assistance, the Ukraine Facility, and loans and guarantees from the EU and its financial institutions. This financial assistance is drawn from multiple EU budget headings. The largest proportion comes from Heading 6 ‘Neighbourhood and the world’. Member States hosting Ukrainian refugees under temporary protection have received assistance through programmes from Heading 2a ‘Economic, social and territorial cohesion’ and Heading 4 ‘Migration and border management’.
Most of the military assistance from ‘Team Europe’ to Ukraine came directly from EU Member States. In accordance with Article 41(2) of the Treaty on European Union, the EU is restricted in the use of its budget for military purposes, relying on the off-budget European Peace Facility (EPF) to support Ukraine militarily. Through the EPF, Member States provided €11.1 billion in military support.
