The Commission’s 2024 review of the Synergy recognised progress for fisheries, research and innovation, blue growth, civil society engagement and environmental protection. It noted ‘some and/or potential progress’ on transport, energy, education, culture and tourism, whilst ‘no significant progress’ was registered for employment, social affairs and trade. Figure 1 shows more than 50 % of Bulgaria, Greece, Moldova, Romania and Ukraine’s trade was conducted with the EU in 2024.
