According to the SBC, measures to reintroduce checks at internal borders should be temporary, exceptional, and constrained by a series of temporal and procedural limitations. This was the case for almost a decade after October 2006 (the entry into force of the SBC). In this period, only a few Schengen states reintroduced checks at their internal borders. When checks were reintroduced, these were in relation to foreseeable events (political summits or sports competitions) and lasted for a short period of time. Before September 2015, there was never a case where more than two Schengen states had simultaneously reintroduced checks at their internal borders.
