When examining the geographical distribution of EDF disbursements during the same three years, it is immediately apparent that the EDF is a crucial tool for delivering EU development assistance in Sub-Saharan Africa. Spending on Africa
accounts for more than 80% of total EDF disbursements. In 2009 EDF disbursements represented 5.22% of total government
expenditure in African countries receiving direct EDF funding; this ratio was much lower
both in the Caribbean (0.43%) and in the Pacific (0.25%) regions.
