rate comes from the Structural Business Statistics Survey data. It is
the ratio of gross investment in tangible goods to value added at factor cost.
Investment here is defined as investment during the reference period in all
tangible goods, and excludes investment in intangible and financial assets.
Value added at factor cost is the income from operating activities after adjusting
for operating subsidies and indirect taxes.
