In 16% of cases, the ‘quasi-sentence’ contains reference to the EU institutions. These are divided in three types. First, the European Council can review or comment on actions of other institutions such as a review of a Commission report – ‘review’ in the graphic. Second, it can state that an action will take place, for instance, it takes note that the Commission is preparing a proposal – ‘confirmation’. Finally, the European Council can ask another institutional body to take action, for instance asking the High Representative to undertake research and report on a particular issue, or calling on the co-legislators to reach rapid agreement on a given Commission proposal – ‘new action’.
The graph shows references to other EU institutions by type of action, in percentage terms as well as the total number of ‘quasi-sentences’. For example, there were 541 quasi-sentences with reference to the European Commission, 23% regarding a review, 38% confirmation and 39% referring to new actions.
‘Other bodies’ refers to the European Council President, European Commission President, Council Presidency, European Investment Bank, Task Force on Economic Governance, Euro Area Summit, European Central Bank (and its President) and the European External Action Service.
