Since 2008, some reductions have been achieved and transport GHG emissions (including aviation) fell by 3.3% in 2012, with the biggest reduction in road transport (3.6%), followed by aviation (1.3%). Nevertheless, in 2012, EU transport emissions (including international aviation but excluding the international maritime sector) still remained 20.5% above 1990 levels and will need to fall by 67% by 2050 in order to meet the targets set in the 2011 White Paper on Transport (see Figures 2, 3 and 4).
