In order to be successful, confidence-building processes require an appropriate political environment. One of the mechanisms aimed at providing a space for the exchange of views between governments, civil society and the private sector is the London Process launched by the United Kingdom in 2011, with subsequent conferences in Budapest (2012), Seoul (2013) and The Hague (2015).
