Both mind-sets have their merits and drawbacks. The ‘pollution’ approach is safe, scientific and predictable, but may not be appropriate to drive the radical transformations required. The ‘transformational’ approach is visionary and motivating, but bound to fail if bold action and massive investment cannot be mobilised quickly. Even if countries’ contributions are voluntary, there is added value in an international agreement
