At least 90 days before entering into the agreement, the President must notify
Congress of his intention to enter into that agreement and publish a notice in
the Federal Register. At least 60 days before entering into the agreement, the President must publish
the text of the agreement on the United States Trade Representative’s website. Within 60 days of entering into the agreement, the President must submit a
description of changes to existing US law that would be required by the agreement. At least 30 days before formally submitting the trade agreement to Congress,
the President must provide Congress with a copy of the final legal text of the agreement and a draft statement of administrative action proposed to implement the agreement.
