Low oil prices have adversely affected the budgets of
oil-producing countries, causing losses in revenues. The situation of conflct-torn countries like Libya, Syria, Iraq and Yemen, whose
budgets are heavily dependent on
oil, is particularly diffcult. Many of the Gulf countries, however, will be able
to withstand low prices, thanks to high financial reserves built up over years, in the hope of eliminating some competitors.
