Under new rules introduced in 2014, parties are automatically eligible to participate if they received 3% of more of the vote in the 2011 State Duma elections, or if they hold at least one seat in a regional parliament. Under these rules, the four parties currently represented in the Duma plus a further ten smaller parties will participate. Parties which do not fulfil the above conditions but which collect 200 000 signatures in at least 29 of Russia’s 85 regions by August 2016 may also participate.
