Despite continuing problems, progress in establishing the rule of law over the last decade has been slow but undeniable. The Worldwide Governance Indicators (WGI) project presents an attempt to measure this progress. It capture the views of multiple stakeholders and combines a variety of sources in order to get a picture of how the rule of law is perceived in individual countries, or the extent to which agents have confidence in and abide by the rules of society. It shows that, between 2004 and 2014, all states have improved their scores.
