The ERDF supports all 11 thematic objectives (TO) set out in Article 9 of the CPR. However, in order to provide ERDF investment with more focus, Article 4 of the ERDF Regulation requires minimum financial allocations be earmarked for four selected thematic objectives in different types of region. For each category of region a minimum share of national ERDF resources must be allocated to two or more of TOs 1 to 4 and a minimum share to TO 4. Member States are free to choose the proportion of ERDF resources they allocate to the remaining seven thematic objectives.
