Not surprisingly, national SCO lists are different and as pointed out in the AIDA 2013/2014 Annual Report, no country is on the safe list of all EU Member States. The way Member States conduct safety assessments with regard to countries of origin is far from homogenous in practice. This is also the case for Western Balkan countries and Turkey, which it is now proposed be included in the common EU list. Turkey is defined as a safe country of origin only by Bulgaria. Kosovo, while currently recognised as safe by five Member States, is not party to the Geneva Convention and its Protocol.
