The specific objectives and policy instruments for Pillar I are illustrated in figure 2. This demonstrates that direct payments contribute to farm incomes, improve competitiveness, and contribute to environmental public goods and climate change mitigation and adaptation. Market measures contribute to maintaining market stability. A number of horizontal measures deal with organic farming and EU agricultural promotion policy, for example.
