Radio spectrum is a finite resource, since it represents a limited range of usable frequencies. Once allocated, these frequencies are reserved for a specific purpose. With the development of information and communications technologies, the demand for frequencies in the radio spectrum is growing. For instance, by 2020, mobile internet traffic is estimated to increase eightfold.
