The size of delegations to the House depends on total state population, but each state returns at least one Representative. In addition to the 435 voting members, the House has six non-voting members: a ‘Resident Commissioner’ from Puerto Rico, plus five Delegates – one each for Washington DC, American Samoa, Guam, the North Mariana Islands, and the US Virgin Islands.
