The work of members of Congress is structured around two types of day: work on Capitol Hill, when Congress is in session, and ‘district days’ in their constituencies. Each member of Congress may introduce bills and resolutions.7 Between 1973 and 2016, each member introduced an average of 20 proposals per Congress. In total, 16 601 proposed measures (bills, various types of resolutions) were introduced in the 116th Congress (2019-2021), but only 2 % of them were enacted.
