Mid-term elections to Congress often have a different political dynamic to those held in presidential election years. Most often, the turnout is lower, and the party of the President usually loses seats, sometimes in considerable numbers. The chart on the right shows the outcome of all mid-term elections to the US Congress since 1962. It suggests that change in overall control in one or other chamber has become more common in recent decades.
