Of all the emerging blue economy sectors, offshore wind energy has been the fastest growing and can now be considered a well-established sector. Most of the sector’s installations are in EU waters (84 % of global offshore wind capacity at the end of 2017), with China taking off in recent years. In 2018, total offshore wind capacity in Europe (including Norway) grew by 18 %. The offshore wind industry employs over 200 000 people in the EU and the outlook is very positive (see Figure 4).
