On average across OECD countries, 9 % of 15 year-old students do not have a quiet place to study in their homes. In the EU, 15.5 % of people live in overcrowded homes (figure 4). These tend to be students from the most disadvantaged backgrounds. Where schools have shut down, the situation of such students becomes worse if they do not have access to online tools
