Another factor that affects access to digital culture is the level of digital skills − the ability to use ICT equipment as a passive consumer or to create one’s own content. On average, 1 % of EU citizens have no digital skills, 26 % have a low level, 26 % have a basic level, and 31 % have a level that is above basic (see Figure 7). The percentage of citizens with a low overall level of digital skills is highest in Romania (35 %) and lowest in Luxembourg (12 %). The percentage of citizens with an above-average level of digital skills is, this time around, highest in Luxembourg (55 %) and lowest in Romania (10 %).
