The at-risk-of-poverty rate provides information on the monetary dimension of poverty and social exclusion. It shows the proportion of the population that has an income level below the national at-risk-of-poverty threshold (60 % of the national median standard of living). The at-risk-of-poverty rate is a relative measure of poverty, as the income poverty thresholds are established on a national basis and the poverty threshold varies greatly between Member States (see Map 2).
