Perceptions of EU budget spending, 2008-2020

Citizens’ perceptions of what the EU budget is spent on are rather different from their desired preferences (see Figure 13). Administrative and personnel costs were perceived as the area in which the EU spends most of its money by the largest share of citizens over the whole period. This perception was shared by as many as 21 % of Europeans in 2015. Although it was at its lowest in 2020 (15 %), it was only two percentage points lower than the new leader in this category – Economic Growth and Monetary Policy.
