With policies in place to achieve the emissions reductions set out in the climate target plan, the models suggests that in 2030, zero- and low-emission cars could account for 20 % of the overall car fleet, but market penetration would increase rapidly after that. In 2050, the car fleet would mainly consist of zero- and low-emission vehicles (ZLEVs), mostly battery electric vehicles (about 77 %), plug-in hybrid vehicles (about 5 %) and fuel cell electric vehicles (about 17 %).
