Subheading 2b includes two main policy clusters: Recovery and resilience, and Investing in people, social cohesion and values. It is a relatively small part of the 2022 budget, but is the part of the budget that integrates the external assigned revenue for the financing of the Recovery and Resilience Facility (RRF), the main NGEU instrument for the Union’s main tool in support of economic and social recovery from the consequences of the pandemic (see Chapter 7). The 2022 allocation for the RRF financed from NGEU totals €118.4 billion (grant component). This represents 83 % of the total NGEU tranche planned for 2022, with the rest allocated through other programmes (for an overview, see Table 2).
