Nature and timeline of requirements

Article 12 on monitoring and reporting lists the obligations of operators to the competent authorities on both estimated and direct source-level methane emissions, accompanying them with details on the format and frequency of the reporting. Non-operated units would also be subject to reporting followed by communication to the competent authority. Article 13 would oblige operators to prevent and minimise methane emissions by any and all means available to them. Article 14 on leak detection and repair (LDAR) requires operators to develop an LDAR programme and send reports about its contents to the CAs.
