National recovery and resilience plans (NRRPs) as of 12 June 2023: European Semester assessment, payments received and milestones and targets achieved

The next three years will be crucial for the successful completion of the plans, since 89 % of the milestones and targets still have to be achieved by the Member States and assessed as such by the European Commission. This perspective is reinforced by the fact that many of the quantitative objectives (targets) linked to complex multiannual investment measures are often included in the second half of the lifecycle (2021-2026) of the plans and unexpectedly high inflation may pose challenges to their completion. While the ongoing revision of the plans might trigger some delays in 2023, this is also an opportunity to address current challenges and catch up with implementation in 2024 (see below).
