The strength of EU border and migration policies relies on the effective return of third-country nationals who do not have the right to stay in the EU. According to Eurostat data, around 400 000 third-country nationals are ordered to leave the EU annually. However, of the 3.8 million people ordered to leave from 2013 to 2022, only about 1.3 million people – less than a third – actually returned.
