The lack of qualified teachers may be due to a combination of causes, such as low rates of enrolment in initial teacher education (ITE), a high dropout rate among the profession, including a growing number of early leavers, and an ageing teacher population. According to Eurostat data, in 2021 (see Figure 1), the proportion of teachers under 30 years of age in primary, lower secondary and upper secondary education in the EU was 8 %, compared with 39 % of those aged 50 or above.
